Police: 'Hero' saved lives in Seattle rampage

SEATTLE (AP) — Someone inside an artsy Seattle cafe where a gunman opened fire threw stools at the assailant during a shooting rampage police described as "callous, horrific and cold," a move that allowed others to run to safety.

Ian Lee Stawicki was armed with two .45-caliber handguns and began shooting Wednesday morning at Cafe Racer, killing four people. Police said he fled and later killed a female motorist, taking off with her SUV.

Stawicki later killed himself as police closed in.

Police said more could have been injured or even killed at the cafe were it not for the actions of the man, whom they did not identify. They did not say whether he was a patron or an employee.

"The hero picked up a stool and threw it at the suspect. Hit him. Picked up another stool, as the suspect is shooting and now pointing (a gun) at him and hits him with another stool," Assistant Chief Jim Pugel said.

"During that time, two or possibly three, people made their escape," he said, adding, "He saved three lives."

The slayings further frayed nerves in an already jittery city that has seen 21 homicides so far this year, as many as Seattle had in all of 2011.

"In my almost 30 years in this department, I've never seen anything more callous, horrific and cold," Deputy Chief Nick Metz said at a Thursday news conference after reviewing video footage of the killings.

The gunman's father struggled Thursday to understand how his son could have gone on a shooting rampage and apologized to the victims' families.

"The first thing I can say, and it doesn't go very far at this point, is I'm so sorry," Walter Stawicki said, his voice quivering. "It sounds so trite, that I feel their grief. ... I just hope they understand he wasn't a monster out to kill people."

The 21 homicides this year have the city's leaders wondering what if anything can be done.

"The city is stunned and seeking to make sense of it," Mayor Mike McGinn said. "I think we have to start by acknowledging the tremendous amount of grief that's out there from the families and friends of the victims."

In just over a month, a young woman was killed in a seemingly random drive-by shooting in a popular nightlife district and a father who was driving with his family was killed by a stray bullet fired during a fight involving people on the street.

While the city still has low murder rates, pressure is growing on the police to curtail the violence at a time when the department is facing accusations of excessive force. Police have told residents to expect more officers on patrol in high-crime areas.

McGinn said the highest priority would be addressing the "epidemic of gun violence that's plaguing the city." He said he'll look at redeploying officers, as well as legislation.

The gunman's family, meanwhile, is struggling with what could have been had they been able to get Stawicki help sooner.

Ian Stawicki, 40, had suffered from mental illness for years and gotten "exponentially" more erratic, his father said, but family members had been unable to get him to seek help.

Walter Stawicki said he was "bitter" that it was so hard to get his son help.

"He wouldn't hear it," he said. "We couldn't get him in, and they wouldn't hold him ... The only way to get an intervention in time is to lie and say they threatened you. Our hands were so tied."

Walter Stawicki recalled a son who liked dogs, kids and plants. He joined the U.S. Army after graduating high school, but the Army honorably discharged him after about a year, he said.

Since then, Ian Stawicki had bounced around serving as a roadie for bands and helping his mother with gardening.

According to the Seattle city attorney's office, police cited Stawicki in 1989 for carrying a concealed knife and, in 2008, a girlfriend who lived with him claimed he had assaulted her and had destroyed her property. She later recanted, and charges were dismissed because she would not cooperate with prosecutors.

Stawicki obtained a concealed weapons permit in 2010 from the Kittitas County Sheriff's Office. The permit shows he owned six firearms.

Other than a couple of traffic tickets and a fistfight with his brother several years ago — charges were dropped — his son had no criminal record, Walter Stawicki said.

"When you knew him and he liked you, he was the best friend you could have. He was an old-fashioned gentleman," he said. "But when he was having bad days, he scared people."

Stawicki also said he knew his son had guns, but he was more concerned that Ian — a "bean pole" at 6-foot, 150 pounds — would get in a physical altercation and lose.

Stawicki last spoke to his son the morning of the shooting. He recalled a cheerful conversation. "He handed the phone to his mother and I said, 'Gee, he sounds in a good mood.'

The only survivor of the cafe shooting, Leonard Meuse, was upgraded from critical to serious condition at Harborview Medical Center.

A memorial in front of the cafe grew Thursday as people stopped by to drop off flowers, cans of beer and toy instruments. Two of the victims, identified by friends as Drew Keriakedes, 49, and Joe Albanese, 52, were old-time musicians and regulars at the cafe, where they often played or simply held court.

"They were the life of this place," said Janna Silver, who had known them for a few years. "They were very welcoming, and they'd talk to anyone."

The King County medical examiner's office confirmed the identification of Keriakedes and also identified another cafe victim, Kimberly Layfield, 36.

The carjacked woman was identified as Gloria Leonidas, 52. The Seattle Times said she was a married mother of two from suburban Bellevue. The medical examiner's office does not release hometowns.

Formal identification of the other victims, as well as the victims' cause and manner of death, will be released Friday, the medical examiner's office said.

LITTLE ROCK, Arkansas (Reuters) - Two murder suspects who used a hacksaw to break out of their second-story cell in an Arkansas county jail were apprehended on Thursday after a four-day manhunt, authorities said.

The Miller County Sheriff's Office said on Thursday that murder suspect Quincy Vernard Stewart, 36, and his cell mate Cortez Rashod Hooper, 23, were back in the county jail, but gave scant details on how they were tracked down.

The pair escaped on Monday after using a hacksaw to remove bars on their cell, according to authorities. After removing the bars and smashing through a pane of glass, the two men then shoved mattresses through the window and escaped.

Authorities later arrested Stewart's mother and brother, accusing them of providing the hacksaw and a cellphone to aid in the breakout.

Stewart's brother, Edward George Dailey, 34, was charged with furnishing implements of escape. Their mother, Charlene Stewart, was also charged with furnishing implements for escape.

Quincy Stewart had been in jail for possessing a controlled substance and was to be turned over to authorities in neighboring Bowie County, Texas, on suspicion of capital murder.

His cell mate Hooper was charged with first-degree murder, aggravated assault and a probation violation when he escaped.

Record-setting N.M. fire spreading in all directions

RESERVE, N.M. (AP) — A massive wildfire in the New Mexico wilderness that already is the largest in state history spread in all directions Thursday, and experts say it's likely a preview of things to come as states across the West contend with a dangerous recipe of wind, low humidity and tinder-dry fuels.

The erratic Gila National Forest blaze grew overnight to more than 190,000 acres, or nearly 300 square miles, as it raced across the area's steep, ponderosa pine-covered hills and through its rugged canyons.

The 2-week-old Gila forest fire is the largest wildfire burning in the country.

Gov. Susana Martinez viewed the fire from a New Mexico National Guard helicopter Thursday afternoon and saw the thick smoke among some of the steep canyons that are inaccessible to firefighters.

Along the fire's northern edge, Martinez spotted crews doing burnout operations designed to slow the erratic blaze, which has surpassed the Los Conchas fire as the state's largest ever. That fire charred 156,593 acres last year and threatened the Los Alamos National Laboratory, the nation's premier nuclear facility.

From the air, Martinez pointed to the terrain as being "impossible" in some areas.

"It seems daunting to us because it's now 190,000 acres," she told reporters. "It's going to keep going up. Be prepared for that."

More than 1,200 firefighters are at the massive blaze near the Arizona border. It has has destroyed a dozen cabins and eight outbuildings, fire information officer Iris Estes said.

Experts say persistent drought, climate change and shifts in land use and firefighting strategies mean other western states likely will see similar giant fires this season.

"We've been in a long drought cycle for the last 20 years, and conditions now are great for these type of fires," said Steve Pyne, author of "Tending Fire: Coping with America's Wildland Fires" and a life science professor at Arizona State University. "Everything is in line."

Agencies in New Mexico, Colorado, Arizona are bracing for the worst. Many counties have established emergency telephone and email notification systems to warn of wildfires, and most states have enlisted crews from other jurisdictions to be ready when the big ones come.

"It's highly likely that these fires are going to get so big that states are going to need outside resources to fight them," said Jeremy Sullens, a wildland fire analyst at the National Interagency Fire Center.

According to the National Weather Service, a dry climate is expected to prolong drought conditions across the Great Basin and central Rockies during the fire season. Large portions of Nevada, Arizona, Utah, Colorado and New Mexico will remain under severe drought conditions.

"We're transitioning from La Nina to El Nino, so we have no guidance to what's going to happen, like if we will get more rain or less rain," said Ed Polasko, a weather service meteorologist.

It's unclear what type of relief will come from the monsoon, which starts in mid-July, since experts say it's difficult to predict what areas in the West will benefit from the storms, Sullens said.

A lack of moisture means fewer fuels to burn in some areas, but unburned vegetation elsewhere could pose a problem since states received no sustained snow or rain this winter and spring.

That's what happened in New Mexico's Gila Wilderness, where a lack of snow failed to push down grass, which worsened the fire danger, Sullens said.

Typically, fires in the area don't cross the middle fork of the Gila River, said Danny Montoya, a member of the fire's incident command team.

"This year, it did get across," Montoya said. "We're getting humidity levels during the day about 2 to 3 percent. Normally, during summer you'd see 5 to 12 percent."

Officials closed the Gila Cliff Dwellings National Monument on Thursday due to smoke generated from the fire. The National Park Service said the closure would remain in effect until conditions improve.

Montoya said he wouldn't be surprised if smoke from the fire remained until the monsoon since the fire is burning in rough areas and it's difficult for crews to fight it head-on.

Estes said the blaze is 5 percent contained.

"We're continuing with burnout operations and we've been helped with a slight rise in humidity and decreased winds," she said.

Another reason states in the West will see more massive fires this season is because, coupled with drought and dry climate, crews have experienced changes in firefighting strategies and agencies have changed some policies in fighting wildfires in isolated areas, Pyne said.

"In the last 20 years or so, agencies have generally been reluctant to put firefighters at risk in remote areas," Pyne said. "It wasn't like that decades ago."

Instead, he said agencies have focused attention on burnout operations until conditions are safe to begin containment.

Not that those practices and the large fires are bad things, Pyne said. For example, he said the Gila Wilderness has been a target for controlled burns.

"So maybe," Pyne said, "this is how it's supposed to happen."

WASHINGTON (AP) — The Republican-controlled House approved legislation Thursday to boost health care spending for veterans and provide more money to compensate record numbers of Iraq and Afghanistan war veterans claiming service-related disabilities as they return home.

The 407-12 vote reflected the traditional bipartisan support for veterans in Congress and efforts by Republicans to exempt veterans' programs from cuts felt by other domestic programs.

Roughly half of the $148 billion measure is for veterans' pensions and disability payments over which lawmakers have little practical control. That includes a 20 percent, $10.5 billion increase for such payments.

The Associated Press reported earlier this week that 45 percent of the 1.6 million veterans from the wars in Iraq and Afghanistan are now seeking compensation for injuries they say are service-related. About 1.2 million veterans are expected to file for disability claims next year, on top of a backlog of almost 1 million applicants.

The measure also boosts spending for Veterans Administration medical services in 2014 by $2.2 billion, a 5 percent increase that came even as the VA revealed earlier this year that it had overestimated medical care costs by $3 billion for this year and $2 billion for next.

VA medical programs are budgeted more than a year in advance to insulate them from the ups and downs of the budget process.

The veterans' measure is perhaps the most popular of the 12 annual spending bills that Congress must pass. It had been expected to pass easily despite a White House veto threat that was issued over moves by GOP leaders to break faith with last summer's budget deal by cutting overall funding for agency operating budgets by $19 billion, almost 2 percent.

The veto promise didn't find fault with the funding levels in the veterans' measure itself. Instead, it said the GOP moves on spending would force deep cuts to domestic programs like education, research and health care in subsequent legislation.

Disability claims from Iraq and Afghanistan war veterans are running much higher than from veterans of prior conflicts. An estimated 21 percent of veterans filed claims after the first Gulf War in the early 1990s, government officials say.

What's more, these new veterans are claiming a greater number of ailments than veterans of prior conflicts like the Vietnam War and World War II.

Many factors are driving the dramatic increase in claims — the weak economy, more troops surviving wounds and more awareness of problems such as concussions and post-traumatic stress disorder.

Disability payments range from $127 a month for a 10 percent disability to $2,769 for a full one.

The measure also funds $10.6 billion in military construction projects.
