CHICAGO (AP) — Less than a month old, Savannah Dannelley scrunches her tiny face into a scowl as a nurse gently squirts a dose of methadone into her mouth.

The infant is going through drug withdrawal and is being treated with the same narcotic prescribed for her mother to fight addiction to powerful prescription painkillers.

Disturbing new research says the number of U.S. babies born with signs of opiate drug withdrawal has tripled in a decade because of a surge in pregnant women's use of legal and illegal narcotics, including Vicodin, OxyContin and heroin, researchers say. It is the first national study of the problem.

The number of newborns with withdrawal symptoms increased from a little more than 1 per 1,000 babies sent home from the hospital in 2000 to more than 3 per 1,000 in 2009, the study found. More than 13,000 U.S. infants were affected in 2009, the researchers estimated.

The newborns include babies like Savannah, whose mother stopped abusing painkillers and switched to prescription methadone early in pregnancy, and those whose mothers are still abusing legal or illegal drugs.

Weaning infants from these drugs can take weeks or months and often requires a lengthy stay in intensive care units. Hospital charges for treating these newborns soared from $190 million to $720 million between 2000 and 2009, the study found.

The study was released online Monday in the Journal of the American Medical Association.

Savannah is hooked up to heart and oxygen monitors in an Oak Lawn, Ill., newborn intensive care unit. In a pink crib, she sleeps fitfully, sometimes cries all night, and has had diarrhea and trouble feeding — typical signs of withdrawal. Some affected babies also have breathing problems, low birth weights and seizures.

It nearly breaks her young mother's heart.

"It's really hard, every day, emotionally and physically," said Aileen Dannelley, 25. "It's really hard when your daughter is born addicted."

Doctors say newborns aren't really addicted, but their bodies are dependent on methadone or other opiates because of their mothers' use during pregnancy. Small methadone doses to wean them off these drugs is safer than cutting them off altogether, which can cause dangerous seizures and even death, said Dr. Mark Brown, chief of pediatrics at Eastern Maine Medical Center in Bangor.

Newborn drug withdrawal is rampant in Maine, Florida, West Virginia, parts of the Midwest and other sections of the country.

Dr. Stephen Patrick, the lead author of the study and a newborn specialist at the University of Michigan health system in Ann Arbor, called the problem a "public health epidemic" that demands attention from policymakers, as well as from researchers to clarify what long-term problems these infants may face.

University of Maine scientist Marie Hayes said her research suggests some affected infants suffer developmental delays in early childhood, but whether those problems persist is uncertain.

It's the 21st century version of what was known as the "crack baby" epidemic of the 1980s. Some experts say that epidemic was overblown and that infants born to mothers using crack cocaine face no serious long-term health problems.

Some think the current problem is being overblown, too.

Carl Hart, an assistant psychiatry professor at Columbia University and a substance abuse researcher at the New York Psychiatric Institute, noted that only a tiny portion of the estimated 4 million U.S. infants born each year are affected.

Hart also said the study probably includes women who weren't abusing drugs during pregnancy, but were taking prescribed painkillers for legitimate reasons. He said he worries that the study will unfairly stigmatize pregnant women who are "doing the right thing" by taking methadone to fight their addiction.

Doctors pushing powerful painkillers "like candy" contribute to the problem, said Arturo Valdez, who runs the Chicago substance abuse program that Aileen Dannelley attends. Patients at his West Side clinic include men and women who are prescribed opiate painkillers for legitimate reasons, such as car accident injuries, and find themselves addicted when the prescriptions runs out. Some turn to street drugs, which can be cheaper and easier to obtain, Valdez said.

In some states, mothers of newborns with drug withdrawal are arrested and jailed, but Valdez said addiction is a brain disease that should be treated like other illnesses, not stigmatized.

Aileen Dannelley said she started abusing drugs after an adult neighbor introduced her to crack when she was 14. She said she would "never have touched it" if she had known how addictive drugs can be.

She said she has abused Vicodin, which a doctor gave her to treat back pain from sitting all day at an office job, as well as other prescription painkillers and heroin.

Dannelley was still abusing drugs early in her pregnancy but decided in December to quit, vowing: "I'm not going to go back to that lifestyle. There's a baby inside me."

Now she is trying to get her life back on track. Estranged from her husband, she is living with her parents and just signed up for nursing classes at a local junior college. She visits Savannah every day. The baby has been in the hospital since she was born in early April, and her mother hopes to take her home soon.

"I am doing so good for the first time in my life," Dannelley said.

WASHINGTON (Reuters) - The deadly U.S. campaign of drone strikes against al Qaeda is fully legal under international law, President Barack Obama's counterterrorism chief insisted on Monday in the most extensive justification of a controversial tactic that has eliminated some of the most-wanted militants.

Speaking on the eve of the one-year anniversary of the U.S. killing of Osama bin Laden in a raid in Pakistan, the White House aide, John Brennan, said the U.S. administration holds itself to a "rigorous" review process in deciding on drone targets in Afghanistan and elsewhere.

The bin Laden commando raid and unmanned air strikes in Pakistan have severely strained relations between Washington and Islamabad.

"I'm here today because President Obama has instructed us to be more open with the American people about these efforts," Brennan said in a speech to a Washington think tank.

COLUMBUS, Ohio (Reuters) - Five wild animals will soon be returned to the widow of a man who released them into the Ohio countryside last year, state officials said on Monday, raising concerns of a repeat of the panic that gripped the state when dozens of beasts including lions, tigers and bears roamed free.

Seven months after Terry Thompson released 56 exotic animals near Zanesville, Ohio, and then committed suicide, the Ohio legislature still is struggling to draft regulations on wild animal ownership. Ohio is one of only a handful of states with no restrictions on exotic animal ownership.

The state Agriculture Department said on Monday it had no legal way to prevent the five remaining animals - a spotted leopard, a black leopard, two Celebes Macaque monkeys and a brown bear - from being given back to Thompson's widow, Marian.

She has said she will take them back to the farm and put them in the cages they fled last October.

"This raises concerns, as she has indicated the cages have not been repaired, and has repeatedly refused to allow animal welfare experts to evaluate if conditions are safe for the animals and sufficient to prevent them from escaping and endangering the community," the Agriculture Department said.

The agency said the only hope of preventing their return to the Thompson family within 24 hours from the Columbus Zoo is for the county Humane Society to seek a court order to inspect the farm.

"Until then we can only hope that local officials choose to act to prevent another tragedy," the Agriculture Department said.

The local Humane Society could not immediately be reached for comment.

After Thompson, who had been charged with animal cruelty 11 times since 2004, released the lions, tigers and other wild animals last October, law enforcement officials had to go on a big game hunt. Authorities warned residents to stay inside while they killed 49 of the 56 animals.

Six were captured and sent to the Columbus Zoo but one spotted leopard later died there. Another animal was presumed eaten by others and was never accounted for.

The surviving animals have been held at the Columbus Zoo.

The state Senate passed a bill last week that would ban Ohio residents from buying lions, tigers, bears, elephants, wolves, alligators, crocodiles, and certain kinds of monkeys as pets, unless they follow strict guidelines.

Existing owners of wild animals can keep them if they follow the new rules, which include permit fees, registration and constructing proper facilities. The Ohio House may not vote on the measure until the end of May.

A key witness to the 1968 assassination of Robert F. Kennedy has retracted her official statements in the case and now claims that convicted assassin Sirhan Sirhan did not act alone.

Nina Rhodes-Hughes, 78, tells CNN that the FBI and then-California Attorney General Kamala Harris "twisted" her original statements to authorities.

"What has to come out is that there was another shooter to my right," Rhodes told CNN. "The truth has got to be told. No more cover-ups."

Rhodes' original FBI statement says she only heard 8 gunshots at the time and makes no mention of a second shooter. However, Rhodes, who was just feet away from Kennedy says she never claimed to have only heard 8 shots.

"I never said eight shots. I never, never said it. There were more than eight shots," she told CNN. "There were at least 12, maybe 14. And I know there were because I heard the rhythm in my head."

Last November, Sirhan's attorneys announced they were filing a challenge to the verdict, alleging a conspiracy by authorities in the case. They are asking that Sirhan be released from prison. His attorneys argue that Sirhan was the victim of a malicious form of "hypo programming" that falsely caused him to believe he was RFK's assassin.

"For me it's hopeful and sad that it's only coming out now instead of before -- but at least now instead of never," Rhodes told CNN.

Rhodes was never called as a witness in Sirhan's trial but claims she gave an interview shortly after the shooting during which she claimed to have heard at least a dozen shots.

During an emotional day at John Edwards' federal corruption trial in North Carolina on Monday, Cheri Young, the wife of former Edwards aide Andrew Young, broke down during her testimony as she detailed how the couple hid his affair with Rielle Hunter, Edwards' then-pregnant mistress, during the 2008 presidential campaign.

Cheri Young began to cry when she was asked why she went along with the plan—initiated by Edwards—to put Hunter up in their home in an effort to keep her from public view.

"As she began to weep," the Associated Press reported, "U.S. District Court Judge Catherine C. Eagles dismissed the jury to give her time to compose herself."

Edwards "sat back in his chair and put two fingers to his pursed lips," the AP said. "As Young dabbed her tears with a tissue, the former U.S. senator glanced at his watch."

"I felt like everything had been dumped in my lap," Young said after composing herself. "Everybody was on board but me. ... I didn't want the campaign to explode and for it to be my fault. I decided to live with a lie."

Edwards suggested that Andrew Young say Hunter was carrying his baby. "'Nobody cares about two staffers having an affair,'" Cheri Young recalled Edwards telling the couple during a conference call prior to the 2008 Iowa caucuses.

It was the second day of testimony from Cheri Young, who took the witness stand Friday. She told the court that she was "disgusted" with having to help funnel payments from Rachel "Bunny" Mellon to aid in the cover-up.

"I cannot tell you how disgusted I was," Young said. "Why me? This was my husband's fight. Now I had to fix it."

Young said Edwards assured her the arrangement was legal: "I heard Mr. John Edwards tell me on the phone that he checked with the campaign lawyers and this is legal. 'Get the money in.' He was very short and very angry."

Andrew Young, the prosecution's star witness, testified for four days last week, describing in elaborate detail how he was instructed to hide Edwards' affair with Hunter—and how they handled the alleged donations from Mellon and Texas lawyer Fred Baron to do so.

"My husband and I had both done everything to help make this man president," Cheri Young said. "If I didn't do this, take care of this, the campaign was going down."

Cheri Young also recalled how a National Enquirer reporter came to their Chapel Hill, N.C., home on a tip Hunter was living with them. "I screamed, my children screamed," Young said. "And we called 911."

Edwards faces six criminal counts—including conspiracy, four counts of receiving illegal campaign contributions and one count of making false statements—for allegedly soliciting and secretly spending over $925,000 to cover up his affair with Hunter. If convicted on all six counts, Edwards faces up to 30 years in prison and $1.5 million in fines.

Obama denies 'excessive celebration' of bin Laden raid anniversary

President Barack Obama denied charges that he has improperly politicized the first anniversary of the raid that killed Osama Bin Laden, declaring Monday, "I hardly think that you've seen any excessive celebration taking place here."

The Obama campaign has been criticized by Republicans for a campaign ad that implies Mitt Romney would not have ordered the surprise attack on Bin Laden's Abbottabad, Pakistan compound. Senator John McCain called the ad "a cheap political attack."

"I think that people, the American people, rightly remember what we as a country accomplished in bringing to justice somebody who killed over 3,000 of our citizens," Obama said at a White House press conference with Japanese Prime Minister Yoshihiko Noda.

"And it's a mark of the excellence of our intelligence teams, and our military teams, a political process that worked. And I think for us to use that time for some reflection, to give thanks to those who participated, is entirely appropriate. And that's what's been taking place," Obama said.

Romney,  looking to play down Obama's decision to green-light the raid, said Monday that "even Jimmy Carter would have given that order." (In fact, Carter gave "that order," sending elite forces on a mission to rescue the American hostages in Iran, with disastrous results that helped cost him reelection.)

"As far as my personal role and what other folks would do, I'd just recommend that everybody take a look at people's previous statements in terms of whather they thought it was appropriate to go into Pakistan and take out bin Laden," Obama said.

"I assume that people meant what they said when they said it," he told reporters. "That's been, at least, my practice. I said that I would go after Bin Laden if we had a clear shot at him, and I did. If there are others who have said one thing and now suggest they would do something else, I'd go ahead and let them explain it."

During the 2008 presidential campaign, Romney criticized Obama for saying he would order American forces to go after Bin Laden, even on Pakistani soil. "I do not concur in the words of Barack  Obama in a plan to enter an ally of ours. … I don't think those kinds of comments help in this effort to draw more friends to our effort," Romney told reporters on the campaign trail. He specified that what he objected to was openly discussing such operations. Romney also said he would not move "heaven and earth" to get bin Laden, then underlined that he meant that the war on terrorism was not about just one man.

Romney campaign spokeswoman Andrea Saul criticized Obama for trying to "use what was a good day for all Americans as a cheap political ploy and an opportunity to distort Governor Romney's strong policies on the war on terror."

"President Obama's feckless foreign policy has emboldened our adversaries, weakened our allies, and threatens to break faith with our military," she said. "Gov. Romney has always understood we need a comprehensive plan to deal with the myriad threats America faces."

The back-and-forth came one day before the ninth anniversary of George W. Bush's triumphant landing on the U.S.S. Abraham Lincoln, where Bush declared "victory" in Iraq under a giant "Mission Accomplished" banner.

Democrats were apoplectic at the time. Republicans not only defended the move but made very much the same kinds of comments about John Kerry that they now decry when Obama makes them about Mitt Romney (Slate has compiled a list).
