A federal judge is hearing testimony about the details of a court-supervised agreement to clean up the troubled New Orleans Police Department.
The changes spelled out in the consent decree would be some of the widest ranging police reforms ever negotiated by the federal government.
The Justice Department and the city are asking U.S. District Judge Susie Morgan to approve the decree they signed in July. Morgan is holding a hearing Friday designed to determine if the agreement is fair and reasonable.
The police department would be required to overhaul its policies and procedures for use of force, training, interrogations, searches and arrests.
Mayor Mitch Landrieu has estimated the city will pay roughly $11 million annually for the next four or five years to implement the reforms.
